Higher-Ups

A title that commands respect from those in the know
  Anyone in the W.I.L.L.O.W.I.S.P. organization who is in a leadership position beyond current knowledge can be referred to as a Higher-Up. This is the term given to anyone who is a boss' boss or any person who has control in the agency but is not often seen.

Duties

The Higher-Ups are responsible for the inner workings of W.I.L.L.O.W.I.S.P. as a whole. They also make decisions on whether an agent should be promoted, demoted, benched, or even sent to Dionaea Muscipula. It is also suspected that they play a part in deciding if an agent's injuries are deemed severe enough to render the individual The Styrax-bound. Many believe that agents are also sent to The Styrax if the Higher-Ups think they know too much and are attempting to perform Erasure.

Responsibilities

Higher-Ups take full responsibility for everything that happens at W.I.L.L.O.W.I.S.P., including the successes and failures of the agents. This is why Higher-Ups are extremely strict and stern when dealing with operatives because they do not want to compromise the organization's reputation, safety, or status.

Benefits

Many believe that the Higher-Ups are paid more money in one paycheck that the average agent receives in an entire year. This is all speculation, of course. The real salary of Higher-Ups varies depending on individual roles and status. No compensation details have ever been confirmed.   Agents recognize that Higher-Ups usually work behind the scenes and are usually able to complete their duties undercover, so they are allowed to roam all around the world on luxury vacations, or even stay at home with family and work (which most agents don't have the privledge to do).
Source of Authority
These personnel have agency from top tiers which includes the owner(s) of the entire organization. It is unknown to the typical agent who exactly has what limitations as the tower reaches the top, but they are essentially big players who can call shots
